Dutch AD specie are exclusive specie from Queltzal palace. You first need to buy the recipe at your potion shop if you chosen Queltzal palace as your village theme, then teach the recipe to an alchemist villager. And only then, you would be able to know which ingredients you need and eventually create it. Hope it helps~
