Some of the more infamous criminals in Tenset belong to the Karkaros, a mob consisting mainly of sharks. Suspected of perpetuating a massive drug ring and being involved with several assassinations and scandals, the shark gang is a household name in Oceandome, where they are still mostly based. In response to increased pressure from Oceandome investigations, some important members of the Karkaros have relocated to the asylum town of Tenset.
Needless to say they are a thorn in the Tenset government's side, and many citizens of Tenset have noted the government making decisions with wording specifically to suppress the Karkaros' activities. In response, the shark gang is constantly looking for loopholes in the law and new ways to expand, recruit, and distribute.
