-He mostly preforms inhumane experiments on minipets, which are generally protected under most of the major governments. Especially the smartest ones, like piggies and monkees.
-His Birbodile keeps watch over all the animal cages at night, and keeps its eye on any visitors during the day. It's a nasty little thing, and only listens to Skinner
-He's extremely methodological, organized, clean. He's a bit of an 'evil surgeon' stereotype.

-Somehow he managed to get himself a little baby daughter. She's the only thing he cares about in the world besides science, though he's been accused of doing inhumane experiments on her and once was even threatened that she would be taken away from him. That was the incident that caused him to move away from his native Dragonsmaw Manor.
-Experimentation isn't illegal in Dragonsmaw as long as you follow legal procedure, like confirming all subjects were lab-created or legally acquired, which was why Skinner was never arrested. But, you can't preform experiments on your own children.
