There are a few ways to get shifty morphing potions. Some ways are easier but more expensive; other ways are less expensive but take longer.
You can do quests to get quest shards to buy a morphing potion recipe.
You can buy the morphing potion recipe from the stalls and buy or collect the ingredients to make as many as you want/need for yourself.
You can buy the potions out right from the stalls.
Finally, you can trade items for them on the forums. I'm also currently trading shifty morphing potions and/or paintie tickets for serpent's feathers and/or bashful blossoms.
