Ohh - what kind of iPad did you have? I paid $800 for the iPad 1 when it first came out in 2010!! Ridiculous dinosaur!! xDD But it still works, and I used ArtStudio on it - cost like 3 bucks and was a decent program for its time on the iPad, haha.

Ohhh I understand now, yeah. I think there is a pen or curve tool that lets you make smooth curves, so maybe that can be used. And if all else fails, MS paint can definitely draw perfect circles. xDD
A circle snap tool? I'm not sure what that is, so I have no clue!
