Oh yeah, there was a huge boycott in the states. Usually movies that make back and then double their budget get sequels. But because of the backlash specifically in the states it didn't. For comparison, the first Percy Jackson movie had a gain of 131 mil and got a sequel. Golden Compass had a gain of 192 mil and didn't. The wiki article on the movie has a whole segment called "Controversies", and another called "Cancelled Sequels"
It's possible that it didn't test well, but it also had the disadvantage of having a huge uproar involving the whole theology aspect of the series. The movie itself actually did fantastic overseas and it was a box office success, which is also very interesting.
