Hello stranger.
I only crafted the costumes for my town which the prices have been lowering quickly unlike the other towns, but prior to that I had made about 9-10 costumes couple with other investments, used three, sold the others and subsequently was able to afford the other town's costumes. That's how I got a bunch of them.
