They're the specialty species for tigereye peak. So you can only get them via a potion made by an alchemist.

If you check out the news you'll see a new species called a shifty that basically allows for any paintie, doesn't have to adhere to any base standards
Basically if it got denied on a different base for not being similar enough to the original species, it can be a shifty
