Changing your profile picture was a feature accessed in the settings on the "forums" page, and since the forums are currently down there is no way to access that page anymore (so yes, I changed my picture before the forums closed). So if you're just patient I'm sure you can change it soon.
And if you need any help with coding your profile I could try to help out as long as it's not super advanced!
